Ah.
I'd rather have gym leaders be created by people in general, and we all come to a general agreement on them.
It would get wierd to have different gym leaders for the same gym in different stories taking place nearly concurrently.

The gym leaders would be pre-established -- who's where, who's who. No one would change who and where the gym leaders are. But each gym leader would be created and maintained by a single person, just like another character. It would be established and enforced that they are the gym leader, though. Ah... does that make more sense?

I'd prefer that we would come to a collective agreement on gym leaders though. That being said, once that is done we'd lock the Wiki page for these gym leaders so that they remain absolute thereafter, and the information only changes upon an appeal process.

Anyways, a few cents on the whole Gym Leader thing.
I don't really think giving people Gym Leader roles would be that great of an idea. Unless the Gym Leaders themselves are somehow involved in the story like they were in B/W, the people taking the extra GL role are essentially badge vendors. And if the GL's are involved in the story, they'll likely have to leave the Gym: what happens to the people who want to make a challenge then?
I haven't thought all too deeply about the whole Gym Leader issue so there's probably a good way to make it all work, but right now I don't think making Gym Leaders PC's would be really feasible.

Anyone who doesn't make perfect Mary Sues and sticks with the canon can have characters. We just have to get the wiki up and running. Speaking of which can anyone explain how to use this to me because I am used to an entirely different setup and oh my god what is going on here.
Alright, so I think it's safe to assume that the NPCs with strict terms of use thing can be counted official. Discussion for individual designs should probably go in other threads.
