This is always my least favorite thing to work on but it's also one of the most necessary.
Levels, movesets and evolution system.
Levels don't necessarily have to exist, but in that case, how would evolution and move learning work out? "Pick four moves your Pokémon can learn at any point ever" is a possibility (assuming it would be four moves).

I'd say that we leave that open to the creator.
Of course, if a dude writes about how in his first gym battle he uses fire blast, blizzard, hyper beam, or some shit like that, then we as a whole just have to call BULLSHIT and throw that character out of the canon.

Should a system be in place for battles and such, though? Movesets and evolution can definitely work in an honor system, but levels and leveling up? We could possibly just eliminate them as a whole...

One thing I never understood, though it does impose interesting limits, is the 4-moveset limit. In the games it's alright, though in an RP setting maybe the limit can be 5. Field moves (Cut, Surf, Fly) may not count.
Still, an RP character has to keep it to that number and when one of their Pokemon learns a new move the old move still has to be tossed out.
They should keep them to generally weakish moves at first, and stronger moves can be learned later, after more gyms have been beaten. There could also be move tutors in towns, though probably not TMs, since using a disk to make your Pokemon learn a move doesn't make much practical sense.

Maybe we could just eliminate HMs entirely. If it can carry you, you can fly with it. If you can surf on it, do it.
Maybe have badge limits on moves...? Like, "you have to have X badges to be able to learn certain moves." Move Tutors sound like a great idea and the removal of TMs... well, the move tutors would probably be teaching moves usually learned by TMs, right?

Perhaps HMs can teach your pokemon to do those common sense things...more safely?

Like... how so? The Pokémon is more likely to listen to you and not just kind of throw you off in a fit of rage...?
HMs overall have never seemed to work in a RP setting, I think.

Eliminating HM's would probably work best.
As you said, this is an RP setting.
I doubt anybody wants to type out the usage of things like strength or cut, much less read them.

I think that, although a bit over the top, every Pokémon should know all of the moves it can learn BUT, they would have to learn them first and maybe a limit on how many different moves you can use in a single battle.

I think that having a set number of moves in a battle is rather limiting. Plus the only way that we could enforce that rule is to read every story and count the number of moves a trainer uses in any given battle, which would be extremely tiring and take away from the story i think. I DO agree that a pkmn should be able to know every move in its move set though and it should be limited to its move set. That way we wont have something stupid like a Tentacool using Earthquake when confronted by a electric pkmn. That would also give a purpose in the Tatsu region for breeders so we can get egg moves and such In order to keep the pkmn in check though we could create a teir systems for attacks. This way more powerful moves can only be used after certain criteria are met such as certain # of badges, pkmn level, or # of stories writen about that pkmn or whatever. For example a trainer can only use Hydro Pump when he Squirtle has evolved into Blastiose and he has 8 badges or something. tl;dr pokemon can use any attacks and we should have a move teir system

I think that is a good idea, something like, trainers can only use moves under 60 power until they got the badge for the type.

We should also add that you cant get a Pokemon to learn a move from a move tutor unless you have the badge of the type of the attack you are trying to learn. Im pretty sure everyone knows about this but we should use this site as a guide to what Pokemon can learn what attacks, etc., etc. Link = www.serebii.net/attackdex-bw/
