I'm not sure if this has been covered elsewhere, but are there established rules on encountering wild pokemon?
The main questions I have are as follows: - Which Pokemon should be avaliable in Tetsu? All of them, Generations I - V, or a selection of them? - Should specific pokemon be restricted to specific regions, or is it more general (i.e. Forests for grass and bug pokemon, etc)? - If we're doing it general and common sense-based, then are we going to at least set specific locations for the rarer pokemon?

I am pretty sure that all Gens are included in Tatsu.

Well, once we're done plotting the cities, we need to plot dungeons and routes, meaning we need to allocate pokemon at certain places

All 600 non-legendary Pokemon from the five generations are in Tatsu. There will be a spread of wild Pokemon, but it probably won't be too strict and will include some overlap. Some of us had an idea that Slowpoke will be a particularly rare one, though, and might appear only in a certain reserve.

Uhh, my character has a Slowbro. I hope that doesn't make him a Mary Sue, as he brought it over from another region.
